shtk_version_at_most
Checks if shtk is a maximum version

shtk_import version

shtk_version_at_most version

The shtk_version_at_most function checks if the version of the in-use shtk is, at most, the version given in version.

shtk_version_at_most returns 0 (true) if the in-use shtk is version version or earlier; 1 (false) otherwise.
