firestring_strncat - strncat(3) with slightly saner semantics

void firestring_strncat(char * const to, const char * const from, const size_t size)

firestring_strncpy() acts like strncat(3) except that to will always contain a trailing nil, even if the function runs out of space and the size argument is the maximum size of all of to, not just the amount of space remaining in it. In simpler terms, firestring_strncat() appends the string from to to, where to is a buffer of size bytes.
