rdsenv - set user preference

void rdsenv()
The rdsenv function sets the user preferences through unix
environment variables. if all the variables are not defined, default values
are used.
- RDS_TECHNO_NAME
- Path to the RDS technology file. The default value is
"/labo/etc/cmos.rds".
- RDS_IN
- Defines the physical input file format demanded by the user. The two
possible formats are "cif" and "gds". By default, its
value is set to "gds".
- RDS_OUT
- Defines the physical output file format demanded by the user. The two
possible formats are "cif" and "gds". By default, its
value is set to "gds".
