Parameters



          N is INTEGER

          CX is COMPLEX array, dimension ( 1 + ( N - 1 )*abs( INCX ) )

          INCX is INTEGER


         storage spacing between elements of CX



          CY is COMPLEX array, dimension ( 1 + ( N - 1 )*abs( INCY ) )
