lis_vector_gather - get the values of the vector

SYNOPSIS

subroutine lis_vector_gather(LIS_VECTOR v, LIS_SCALAR value[], LIS_INTEGER ierr);

DESCRIPTION

Get scalar value[i] of the i-th row of the vector v, where i=0,1,...,global_n-1.
